The Ministry of Magic is an essential governing body and organization within the magical community, encompassing a variety of departments, including the Department of Magical Law Enforcement, the Department of Magical Creatures Control and Regulation, and the Department of Mysteries.

A leader, known as the Minister of Magic, is chosen to supervise the affairs of the ministry. Throughout the events of the Harry Potter series, we encounter three Ministers of Magic, namely Cornelius Fudge, Rufus Scrimgeour, and Pius Thicknesse. In Harry Potter and the Cursed Child, Hermione Granger is introduced as the Minister of Magic. Numerous wizards and witches from all over Britain are employed by the Ministry of Magic, serving in various departments. Mr. Weasley, Ron’s father, is also employed at the Ministry, specifically in the Department of Misuse of Muggle Artifacts.

Department For The Regulation And Control Of Magical Creatures

Hermione initially joined this department following her graduation from Hogwarts. The International Confederation of Wizards would impose appropriate penalties on that governing body, failing which the International Code of Wizarding Secrecy, Clause 73 mandated each governing body related to the magical community in a region to ensure effective measures to prevent magical creatures in their jurisdiction from ever disclosing the existence of the magical community to non-magical individuals. It also included the Goblin Liaison and the Centaur Liaison Offices. There was a department responsible for Magical Beings, one for Magical Beasts, and another for Magical Spirits. It had three main divisions based on the categorization of magical creatures. Its offices were located on Level Four of the Ministry Headquarters. The Department for the Regulation and Control of Magical Creatures was the second largest department within the Ministry.

Department Of Magical Accidents And Catastrophes

The committee came up with excuses to convince the muggles of the completely failed magical remedies when the event occurred. The Department of Excuse Worthy-Muggle also had the committee. The Headquarters of the Obliviator department housed a group of highly trained and experienced obliviators who performed the “Obliviate” spell without causing any damage to the subject and accurately. The major divisions of this department included the Magic Accidental Reversal Squad, which dealt with repairing the damage caused by inexperienced wizards or witches and the Obliviator Headquarters, where the professional obliviators were located. This department also deals with other accidental damage caused by magic in order to minimize any further damage. It is a department that deals with the complications of revealing the existence of magic to muggles and repairing the damage caused by accidental catastrophes and magical accidents.

The Wizengamot

The trial room of the Wizengamot, the governing body of the Ministry of Magic, was located on the Level of the Ministry building. The Warlock Chief of the Wizengamot held this position until his death in 1997 and was eventually reinstated when it was proven that Voldemort had returned and claimed Harry Potter’s life. However, he was removed from this position when he claimed this based on Voldemort’s return until Dumbledore, Albus, proved to be the real Warlock Chief of the Wizengamot for a long time. The Wizengamot, consisting of around fifty members, sat on high seats during trials and presided over most of their sessions. It was a combination of an elected body of representatives and a judiciary, responsible for initiating hearings and passing important laws. Even before the Ministry of Magic existed, it was the Warlock Chief of the Wizengamot who became the first Minister of Magic, Ulick Gamp.

Department Of International Magical Cooperation

It also housed the International Confederation of Wizards and the International Law Office of the wizarding world. The International Magical Trading Standards Body was responsible for passing legislation pertaining to international trading practices and supervised the trading practices in the wizarding world. It was probably closely related to the British Seats of the International Confederation of Wizards and worked in collaboration and cooperation with them. It was situated on Level 5 of the Ministry of Magic building. The Department of International Magical Cooperation dealt with collaboration and cooperation between witches and wizards from different countries.

Department Of Mysteries

The battle against the Death Eaters, which revolved around the prophecy made by Sybill Trelawney regarding Lord Voldemort and the chosen one who would defeat him, took place in the Department of Mysteries. The lives of the officials working in this department were highly classified, and they were referred to as Unspeakables, much like espionage spies. Within the Department of Mysteries, there were various divisions, including the Time Room, the Space Chamber, the Love Room, the Death Chamber, the Brain Room, and the Hall of Prophecies. This department was established when the Ministry merged with the Ministry of Magic and was located on Level 9 of the Ministry Building. Undoubtedly, the Department of Mysteries was one of the strangest departments within the Ministry.

Department Of Magical Law Enforcement

Harry Potter and the Cursed Child reveals that Harry is the individual in charge of the Department of Magical Law Enforcement. The Wizengamot is located on Level Ten of the Ministry Building. All offices, with the exception of the Wizengamot, can be found on Level Two of the Ministry building. Arthur Weasley is the one leading the Misuse of Muggle Artifacts Office, which is part of the Auror Headquarters. This department includes the Auror Offices, the Wizengamot Administration Services, the Office for the Detection and Confiscation of Counterfeit Defensive Spells and Protective Objects, and the Improper Use of Magic Office. It serves as a crucial department that oversees the majority of other departments within the Ministry. The Department of Magical Law Enforcement holds the distinction of being the largest department within the Ministry of Magic.

Department Of Magical Transportation

The proposed creation of the Hogwarts Express, the ingenious idea for transporting Hogwarts students, likely took the most help from the Department of Magical Transportation. This department included several offices, such as the Floo Regulation Panel, the Apparition Test Centre, the Floo Network Authority, the Broom Control Regulatory Office, and the Portkey Office. Its functions included keeping track of Portkeys, issuing Apparition licenses, and setting up connections between two locations for transportation through the Floo Network. It specifically catered to the needs of the four main modes of magical transportation: Floo Powder, Portkey, Broomstick, and Apparition. It was responsible for regulating all means of magical transportation. The Department of Magical Transportation was located on Level 6 of the Ministry building.

The Model of the Ministry of Magic

Therefore, Rowling’s writing can be seen as a deeper understanding of the muggle world by two institutions. The functioning of the Magic Ministry is very similar to the declassified details of intelligence agencies like the FBI, Homeland Security, CIA, or even MI6. Almost every department in the Magic Ministry is closely related and similar to many departments under governments around the world. The Magic Ministry is specifically written to be quite similar to the governmental bodies in the real world, especially the Great Britain Government. Despite being a regulatory body for magical people in Ireland and Britain, the Magical body is closely related.

Department Of Magical Games And Sports

The Sports and Games Magical Department was responsible for regulating and overseeing all events and sports related activities in the wizarding world after the signing of the international statute of wizarding secrecy in 1692, in order to prevent muggles from discovering them. It was situated on Level 7 of the Ministry of Magic building.

Ludovico Ludicrous, the celebrated Quidditch player, served as the head of this department during the 1994 World Cup. The department, which included several divisions such as the Office of Patents and the Official Gobstones Club, has always been entrusted with the task of maintaining the secrecy of its magical games while keeping the associated fun and grandeur intact. It has been associated with the Department of Magical Games and Sports since its establishment, even with muggle establishments.


Around thirty Ministers of Magic have served in that capacity prior to Cornelius Fudge assuming the role in 1990. Multiple individuals have held the position of Minister of Magic following Ulick Gamp. Ulick Gamp is most renowned for founding the Department of Magical Law Enforcement. He remained in office until 1718. Ulick Gamp became the first Minister of Magic as he concurrently held the position of Chief Warlock of the Wizengamot. The Ministry of Magic was established in 1707 as a replacement for the pre-existing Wizards’ Council.

Following an attempt to eliminate Harry Potter, Voldemort disappeared into thin air. They “are entitled to celebrate” by asserting that she absolved herself of numerous violations of the International Statute of Secrecy. Millicent Bagnold, who served as a highly capable Minister, held the position of Minister of Magic from 1980 to 1990.

Cornelius Fudge was elected as the Minister of Magic, which caused his popularity to be tainted by revealing the scandal of his son as a Death Eater. However, Barty Crouch Sr. Was also a popular choice for becoming the Minister. Although he refused several times, Albus Dumbledore was offered the position of the Minister of Magic.

Lord Voldemort had resurfaced, asserting that Harry Potter emerged from the labyrinth of the Triwizard Tournament with the lifeless body of Cedric Diggory. This became evident during his tenure as a reasonably capable Minister, yet he lacked the capacity to make difficult choices. Sirius Black, who had successfully escaped from Azkaban prison, played a significant role in the pursuit of Voldemort. He arrived at Hagrid’s cabin to escort him to Azkaban after the Muggleborn students began experiencing petrification in Harry Potter and the Chamber of Secrets, marking his initial appearance in the Harry Potter series. The Minister of Magic in 1990 was Cornelius Fudge.

Eventually, Voldemort appeared in the hallway of the Ministry of Magic’s headquarters and a battle broke out in the Department of Mysteries. It was eventually revealed that Voldemort had returned, however, it was also revealed that Dolores Umbridge, the Undersecretary, had been sent by the Ministry to “reform” Hogwarts and her teaching practices. Harry believed that Umbridge’s opinions and teachings had been influenced by Lucius Malfoy. Furthermore, it is believed that he had been expelled from Hogwarts and was set to stand trial in the presence of the Wizengamot for practicing underage magic. However, Cornelius Fudge, the Minister of Magic, refused to admit that this was the case and continued to perpetuate the idea that Voldemort was not back.

After Voldemort’s bidding to curse Minister Thicknesse under the Imperius Curse, Pius took over the Ministry as the Magic Minister and Scrimgeour Rufus was killed by the Death Eaters. However, it was discussed that the effects of Voldemort and the Death Eaters had been felt in the muggle world. They also introduced him to the muggle Prime Minister, Cornelius Fudge, who was criticized by the wizarding world for not being capable of dealing with this crisis. Eventually, in the year 1996, Rufus Scrimgeour, the Auror, resigned.

Kingsley Shacklebolt, a highly significant member of the Order of the Phoenix, was elected as the new Minister of Magic following the demise of Lord Voldemort and the conclusion of the Battle of Hogwarts. With his implementation of various reforms within the Ministry, a fresh era of tranquility was introduced into the wizarding realm. In Harry Potter and the Cursed Child, it is revealed that Hermione would eventually assume the role of Minister of Magic.

The British Ministry of Magic is located in London and consists of ten levels, with several important offices hosted in each level and building. The Atrium, which is a major hallway that provides access to different offices within the ministry, includes a collection of toilets and fireplaces. Other entrances are part of the Network Floo, and there is also a phone booth entrance located in the muggle part of London. The headquarters of the British Ministry of Magic is completely built underground and has multiple entrances.

The Atrium, as depicted in the film adaptations of Harry Potter, featured a sizable portrait of the Minister of Magic positioned within it. Encircling the pool into which the water cascaded, the Fountain of Enchanted Companions showcased gilded sculptures of a sorcerer, sorceress, mythical creature, goblin, and a servant of a household, all united in their stance. Situated halfway through the Atrium, stood the Fountain of Enchanted Companions. Sorcerers and sorceresses utilized the hearths located on either side of the Atrium to enter and exit the edifice. Upon entering the Ministry building, visitors were greeted by the Atrium, a spacious chamber, as their initial sight.
