During the 1960s, there were instances when the NBA would measure heights and round them down. He seems to be taller than Dwight Howard, who is a legitimate 6ft9, and the exact same height as Tim Duncan. I believe that at his prime, Mr. Russell could have been a legitimate 6ft9.75.
