The Biden administration argued that the plan for forgiveness was legal under the HEROES Act of 2003.

Furthermore, those who earned less than $125,000 ($250,000 per household) would have been eligible to have up to $10,000 of their student loans forgiven.

Federal Student Loan Repayments Suspended Through CARES Act (March 2020)
