The Senate Armed Services Committee has supported the 5.2 percent increase that President Biden suggested in the initial official action in Congress concerning the 2024 federal employee salary raise, in line with its approval of the same raise for military personnel.
The Department of Defense (DoD) provides a 5.2 percent pay raise for both military servicemembers and civilian workforce, which is higher than the annual raises given by other federal agencies. Although the bill authorizing the annual DoD raise has not been fully released yet, the summary of the bill, which was passed by the committee late last week, states that it applies to all agencies.
The committee’s statement endorses the practice that there have been exceptions, although generally followed for years, in setting equivalent raises for federal personnel and uniformed individuals.
The approved bill from last week, which also received support from the House counterpart committee, includes a 5.2 percent increase for military personnel but does not mention a raise for federal employees.
The bill passed by the House White Proposal automatically becomes effective, allowing for a specified figure in the annual general government appropriations bill, typically setting raises. The bill authorized by the Department of Defense does not specify a raise for federal employees, although it often sends a message of intent through the budgetary process.
The bill from the House subcommittee has been approved through a voice vote along party lines, without any mention of a salary increase. The possibility of such an increase may arise during the full Appropriations Committee’s consideration of an amendment to determine a specific amount. However, the bill from the corresponding Senate committee has not yet published its own version.
