Anesthesiologist Accused of Tampering With IV Bags

Dr. Raynaldo R. Ortiz Jr., Who was booked last week in connection with the death of fellow anesthesiologist Dr. Melanie Kaspar, who died on June 21st from a heart attack at her home, allegedly tampered with one of the IV bags taken from Surgicare North Dallas White & Scott Baylor, where Dr. Kaspar worked, and injected a common local anesthetic, bupivacaine, with high toxicity into her spine intravenously, according to the autopsy that showed she died from it.

On September 9th, Dr. Ortiz’s license was suspended by the Texas Medical Board. The legal accusation, which accuses Dr. Ortiz of manipulating a consumer item resulting in death or severe physical harm, along with other crimes, states, “Shortly after the intravenous bag was connected to Dr. Kaspar, she suffered a significant medical incident and passed away prior to the arrival of emergency medical personnel at the location.”

In June, Kaspar’s tragic occurrence took place, while instances of contaminated intravenous bags occurred at Baylor, Scott & White Surgicare around May 26 and 27; June 27; July 7, 15 and 18; and Aug. 1, 4, 9, 19 and 24, in addition. The incident on Aug. 24 involved an 18-year-old man who experienced a serious heart emergency, necessitating intubation and transfer to a nearby hospital ICU. An investigation uncovered that his intravenous bag had been tampered with and contained bupivacaine, epinephrine, and lidocaine.

According to the criminal complaint, it is noted that no cardiac events occurred during the cases in which Dr. Ortiz was involved. The complaint further states that there is a clear and probable connection between Dr. Ortiz placing IV bags in the warmer and the ongoing investigation into the severe adverse medical events experienced by patients. Surgical nurses retrieved the bags and subsequently used them on patients who then experienced sudden health problems. Video surveillance evidence revealed that Dr. Ortiz consistently placed individual IV bags into a stainless steel warmer located outside the operating rooms at Scott & White Surgicare, just moments before the cardiac emergencies occurred on multiple occasions.

At an alternate establishment, Dr. Ortiz strayed from the customary practice during a November 2020 occurrence, resulting in punitive measures by the Texas Medical Board at its Aug. 19 gathering. Although Dr. Ortiz did not uphold the patient’s air passage, a patient ceased breathing during a May 19 occurrence at Baylor, Scott & White Surgicare. The purported meddling events persisted subsequent to his disciplinary action in the other investigation and commenced shortly after he became aware of one of the investigations. Dr. Ortiz had evidently been distressed about two disciplinary investigations concerning the care he rendered in the previous instances.

The ongoing inquiry into this matter means that we will continue our investigation without any limitations. Both federal and local authorities have actively assisted us in this investigation. There is nothing more important to us than the safety and well-being of those we serve. In a statement to the media last week, officials from Baylor Scott & White Surgicare Facility provided an update. We have not received any comments or responses to our requests for emails and phone calls from Outpatient Surgery. In the aftermath of these events, Surgicare White & Scott Baylor has been temporarily closed.

“Mr. Steckler expresses concern over the ability of controlled substances to enter IV bags, leading to patients experiencing cardiac arrest. Attorney Bruce Steckler, who represents at least one of the victims, states that his client probably received contaminated IV fluid as a result of the practices and procedures at Baylor Scott and White Surgicare, which are currently under investigation. This case prompts inquiries about the storage methods for IV bags and medications.”

Meacham states that he is presently incarcerated, which is confined to a single person, but we contend that the issue involves one individual since there were numerous victims, as per U.S. Attorney Chad E. “Nevertheless, the current situation of the case is exceptionally distressing.”
